Laois County Council, as lead local authority, together with Longford, Offaly and Westmeath Local Authorities, with grant assistance from the National Just Transition Fund & the Carbon Tax Fund, is recruiting a Marketing & Communications Manager and Marketing & Communications Executive for MidlandsIreland.ie.

Fixed Term Contracts up to 31st December 2023

The MidlandsIreland.ie platform was launched in 2010 to promote the Midlands, comprising Laois, Longford, Offaly and Westmeath, across the straplines of Gateway to Living, Gateway to Tourism, Gateway to Learning and Gateway to Enterprise. ‘Destination platforms’ have long been recognised as a key driver for economic and social development of regions. Destination platforms seek to promote all that is good and positive about the region in one single platform, strengthening regional awareness and reputation on the national and international stage

Laois County Council, as project lead, is now recruiting a Marketing & Communications Manager and a Marketing & Communications Executive for MidlandsIreland.ie to realise the identified opportunities and to position the region as a young, talented and trendy location, where you work to live and embrace the outdoors on our doorstep, where we seek to enable our 24,000 commuters from the region to work closer to where they live, and we celebrate and explore culture and value place making, essentially a region where you can have the best of all worlds, for work, rest and play, whilst creating alternative employment opportunities for the communities directly impacted by the decarbonisation programme.

The Role:
The Marketing & Communications Manager will report to the Programme Manager of the Midlands Regional Enterprise Office on a day to day basis, and will provide progress reports to the quarterly meetings of the Directors of Economic Development & Planning of the Midland Local Authorities, and relevant Local Authority Strategic Policy Committees upon request.

The Marketing & Communications Manager will prepare an annual work programme in consultation with members of the Midlands Regional Enterprise Plan Steering Committee, the Midlands Regional Transition Team, the office of the Just Transition Commissioner and any constituent working groups.

The Marketing & Communications Manager will also be responsible for the planning, hosting and delivery of county and regional networking events in partnership with local Chambers to facilitate and encourage the development of regional supply chains.

The Marketing & Communications Manager will become a members of the MRTT Employment Generation Committee.

The Marketing & Communications Manager will develop and implement an integrated marketing campaign across all platforms and mediums, to build upon the current regional ‘content’ offering across the straplines of the MidlandsIreland.ie brand. The Marketing & Communications Manager will undertake a comprehensive content collation, curation and procurement of services required to position MidlandsIreland.ie, as the destination platform for all things Midlands.

Key responsibilities:

• champion creativity and a consumer-first mindset in developing integrated marketing communications across all platforms and mediums.
• project manage the delivery of effective through-the-line marketing communications through a combination of specific campaigns and always-on messaging leveraging paid, owned, and earned channels.
• Deliver against KPIs that are aligned with regional objectives
• Oversee and direct the work of team member(s)
• Brief agency partners and third parties e.g. media publishers, content creators.
• Oversee the development of media plans and actively manage their implementation.
• Support in the creative development process with agencies and manage the delivery of creative assets.
• Monitor paid, owned, and earned plans across campaigns.
• Prepare requests for tenders and coordinate the procurement process.
• Responsible for administration and financial management tasks.
• Ensure compliance with terms and conditions of National Just Transition Funding, including the preparation of recoupment claims
• Carry out all other duties as required and participate as a full member of the Regional Enterprise Development office by supporting different work projects, as required, from time to time.

We are looking for an individual that has a comprehensive understanding of all aspects of marketing communications including strategy, creative, media, digital and PR.

The Role:
The Marketing & Communications Executive will report to the Marketing & Communications Manager on a day to day basis and will contribute to the progress reports submitted and presented to the Regional Enterprise Development Office.

The Marketing & Communications Executive will support the Marketing & Communications Manager in their role to position the Midlands Region as a destination of choice.

The Marketing & Communications Executive will contribute to the development and roll out an integrated marketing campaign across all platforms and mediums, to build upon the current regional ‘content’ offering across the straplines of the MidlandsIreland.ie brand. The Marketing & Communications Executive will undertake a comprehensive content collation, curation and procurement of services required to position MidlandsIreland.ie, as the destination platform for all things Midlands.

Key responsibilities:

• to support the Marketing & Communications Manager

Location: The Marketing & Communications Manager and the Marketing & Communications Executive will be based in Laois County Council, Áras an Chontae, Portlaoise, County Laois. In line with current Government guidance, it is likely that the successful candidate will commence in this role while working from home. However, this may change in line with future Government guidance and policies on Blended Working being introduced.
