National Just Transition Fund Strand 1 Briefing Series now available to view

The Midlands Regional Transition Team was established in response to the announcement of the acceleration of the Bord na Mona decarbonisation programme and is a collective voice for regional stakeholders across the wider Midlands. The MRTT is supported by the office of the Midlands Regional Enterprise Plan.

Kieran Mulvey was appointed as the first Just Transition Commissioner by the Minister in 2019, following the announcement of the pending closure of the two peat plants in Lanesboro and Shannonbridge due to planning refusal, and the subsequent cessation of peat harvesting to supply the plants.

The Government established the Just Transition Fund with an initial contribution of €6m in Budget 2020. ESB contributed another €5m and a further €6m was provided in Budget 2021.

Since the appointment the MRTT has worked very closely with the Commissioner to progress just transition across the wider Midlands – Laois, Longford, Offaly, Westmeath and adjoining counties of Kildare, Roscommon, East Galway and North Tipperary. In his first progress report the Commissioner proposed that the MRTT be restructured and that four working groups (WGs) be established to progress the just transition across four thematic areas:

WG1 - Education/Training/Research, - Chair: Mr John Costello, Manager, Midlands Regional Skills Forum
WG2 - Employment Generation - Chair: Mr Michael Nevin, Head of Enterprise, Longford LEO
WG3 - Employment Continuity Pathways - Chair: Mr Padraig Boland, Training Manager, Laois Offaly ETB
WG4 - Community Assistance Programme |Social Enterprise Interventions - Chair: Mr Brendan O’Loughlin, CEO, OLDC

These WGs are tasked with supporting projects which registered through the Midlands Engagement Process last year along with projects that progressed applications to the national Just Transition Fund, which is managed solely by the Department of Environment, Climate & Communications (DECC).

The National Just Transition Fund launched its call for projects in mid-2020 and provisional letters of offer issued under two strands:

Strand 1 relates to projects of less than €100k in value and Strand 2 relates to larger projects with a value greater than €100k, but less than €1M.

This Briefing Series relates to Strand 1 projects and has been organised by the MRTT, it provides an opportunity to learn about the project components, project partners, lessons learned and next steps, but so too, to identify areas of mutual interest and opportunities to develop synergies with other projects underway or planned across the region.
